REC Registry

Types of Accounts

There are various types of REC Registry accounts which can be created by users. Each of these account types has permissions to access various functions and undertake various activities within the REC Registry.

The account types are:

  • General
  • Registered Person
  • Registered Agent
  • Power station
  • Liable entity.

When first registering for a REC Registry account, the New Account Wizard will assist you in selecting the appropriate type of account to meet your needs.

You do not need a REC Registry account if you wish to sell your small-scale technology certificates (STCs) or large-scale generation certificates (LGCs) directly through an agent. Different account functions, fees and requirements:

General account

Functions:

  • Transfer small-scale technology certificates (STCs) and large-scale generation certificates (LGCs) in the REC Registry.
  • Voluntarily surrender STCs and LGCs in the REC Registry.
  • Cannot create STCs or LGCs.
  • Can buy, sell, transfer or withdraw STCs through the STC Clearing House.

Fee:

Nil.

Requirements:

  • Complete the Proof of Identity (for STC Clearing House applications only) verification process.
  • Provide GST and bank details (for STC Clearing House applications only).

Registered person account

Functions:

  • Transfer small-scale technology certificates (STCs) and large-scale generation certificates (LGCs) in the REC Registry.
  • Voluntarily surrender STCs and LGCs in the REC Registry.
  • Create STCs and LGCs for an installation that you own.
  • Can buy, sell, transfer or withdraw STCs through the STC Clearing House.

Fee:

$20.00 (GST exempt).

Requirements:

  • Fit the criteria of being a ‘Legal Person’. If you are registering as a Registered Person or Agent, your REC Registry Account name should be a Legal Person and in the case of a company with an ACN, must match the name on the ASIC register. If you wish to register an installation owned by another person in your REC Registry account, the REC Registry Account name must be changed to include the full name of the person for which you are registering the installation e.g. John Smith would be John Smith & Joe Bloggs. For further information visit the Legal Person Defined page.
  • Complete the Proof of Identity verification process (online and STC Clearing House applications only).
  • Be aware of eligibility requirements for creating small-scale technology certificates (STCs) (and/or large-scale generation certificates (LGCs) through transitionary arrangements) prior to registration. For further information visit the Certificates section.
  • Be aware of the penalties involved in breaching the Renewable Energy (Electricity) Act 2000. For further information visit the Compliance section.
  • Be aware of your right to be able to assign STCs/LGCs to an agent if you choose.
  • Provide your GST status, BSB and bank details (for STC Clearing House applications only).

Registered agent account

Functions:

  • Transfer small-scale technology certificates (STCs) and large-scale generation certificates (LGCs) for installations in the REC Registry.
  • Voluntarily surrender STCs and LGCs in the REC Registry.
  • Create STCs and LGCs for installations on behalf of others.
  • Can buy, sell, transfer or withdraw STCs through the STC Clearing House.

Fee:

$230.00 GST exempt ($250.00 GST exempt, including the Registered Person fee ($20 GST exempt), which must also be paid).

Requirements:

  • Fit the criteria of being a ‘Legal Person’. If you are registering as a Registered Person or Agent, your REC Registry Account name should be a Legal Person and in the case of a company with an ACN, must match the name on the ASIC register. Power station account

Functions:

  • Transfer large-scale generation certificates (LGCs) for your power station’s eligible generation output.
  • Voluntarily surrender LGCs and STCs in the REC Registry.
  • Create LGCs for your power station’s eligible generation output.

Fee:

$20.00 (GST exempt) plus Power Station Accreditation Fee.

Requirements:

  • Fit the criteria of being a ‘Legal Person’. If you are registering as a Registered Person or Agent, your REC Registry Account name should be a Legal Person and in the case of a company with an ACN, must match the name on the ASIC register. If you wish to register an installation owned by another person in your REC-Registry account, the REC-Registry Account name must be changed to include the full name of the person for which you are registering the installation e.g. John Smith would be John Smith & Joe Bloggs.  For further information visit the Legal Person Defined page.
  • Complete the Power Station Accreditation Form.
  • Be aware of your responsibilities as a Power Station owner. For further information visit the Power station section.
  • Complete the Proof of Identity verification process (online and STC Clearing House applications only) or Registered Person application form.
  • Provide GST and bank details (for STC Clearing House applications only).

RET Liable entity account

Functions:

  • Transfer small-scale technology certificates (STCs) and large-scale generation certificates (LGCs) in the REC Registry.
  • Surrender STCs and LGCs in the REC Registry.
  • Voluntarily surrender STCs and LGCs in the REC Registry.
  • Cannot create STCs or LGCs.
  • Can buy, sell, transfer or withdraw STCs through the STC Clearing House.

Fee:

Nil.

Requirements:

  • Contact the Clean Energy Regulator and advise them that you wish to become a RET Liable entity.
  • Complete the Proof of Identity (for STC Clearing House applications only) verification process.
  • Provide GST status, BSB and bank details (for STC Clearing House applications only).
