16 December 2011 Update to the non binding 2012 and 2013 STP estimate - December 2011
The non-binding Small-scale Technology Percentage (STP) published on 16 December 2011 under section 40B of the Act for: • 2012 is 23.95 percent (equivalent to 44.3* million Small-scale Technology Certificates (STCs) as a proportion of total estimated liable electricity for the 2012 year) • 2013 is 7.87 percent (equivalent to 15.07 million STCs as a proportion of total estimated liable electricity for the 2013 year)

14 October 2011 Registration fee increase for SGUs from 17 October 2011
As foreshadowed in May 2011 as part of the 2011/12 Budget and within the consultation paper released on the Department’s website on 1 September 2011, regulations for the increase in registration fee from 8 cents to 47 cents for small-scale technology certificates (STCs) for small generation units (SGU) have been made.

ORER released figures today demonstrating nearly 100% compliance by wholesale electricity purchasers and electricity retailers to the Large-scale Renewable Energy Target (LRET). The information also includes liable entities that have been assessed with carried forward large-scale generation certificate shortfalls or were required to pay the renewable energy shortfall charge.

The Department of Climate Change and Energy Efficiency has released a consultation paper on the Registration fee increase for the small-scale technology certificates (STCs) from small-scale generation units is available at http://www.climatechange.gov.au/en/government/submissions.aspx. The registration fee for STCs for solar and heat pump hot water systems will remain unchanged. Your feedback is sought on technical and/or operational aspects of the increase by 15 September 2011.

13 May 2011 SGU STC registration fee increase
ORER will be undertaking a solar PV inspection regime. The costs of solar PV inspections will be partially recovered through an increase in the registration fee for small-scale technology certificates (STCs) for small renewable generation units (SGUs). The fee increase, from 8 cents to 47 cents, will commence from the date of effect of the enabling regulations. It is intended that the enabling regulations will be introduced in the third quarter of 2011 (1 July – 31 October). The registration fee for certificates for solar water heaters, heat pumps and renewable energy power stations will remain unchanged at 8c/certificate.

5 May 2011 Solar Credits reduced
The Minister for Climate Change and Energy Efficiency, Greg Combet, announced today that the Solar Credits multiplier will be reduced from 5 to 3 from 1 July 2011 to 30 June 2012. The reduction is a result of the impact of the higher than expected growth in solar panel installations and the flow-on cost to electricity prices.

27 April 2011 Publication of out of pocket expenses
In accordance with Regulation 19G of Renewable Energy (Electricity) Regulations 2001, the Regulator must publish details of the out-of pocket expenses incurred for small generation units that were validly created during the previous quarter. The expenses for Q1 2011 - 1 January 2011 to 31 March 2011 - are now available.
