Paperwork requirements for installing small-scale systems
This is a guide for installers. It explains the paperwork requirements you must sign and/or supply when managing any installation for which small-scale technology certificates (STCs) will be created.
You will need to provide information and your signature to certify compliance with the legislated requirements for a compliance installation.
Note that STCs are created based on the day a system is installed. This means all wiring between the panels and the inverter, all bracketing, and all components to panels and inverter are all completely installed and the system is capable of producing electricity from the sun.
AC wiring from the inverter, often to the meter, is not considered when assessing the date of installation. Meter connection is often completed by a third party and is not associated with the solar panels capability of delivering solar electricity.
Listing
- Written compliance statement – including statement of on-site attendance
- STC Assignment Form
- A copy of the electrician’s licence
- Off-grid electrical compliance documentation
- Detailed street or location information, such as:
- Lot number
- Property name, and distance and direction from the nearest town/intersection/landmark also included in the address;
- Boat name or chassis number
- Geographic Information Systems (GIS) location
- Roadside Mail Box (RMB) number or Roadside Delivery (RSD) number
- Information how an the Clean Energy Regulator officer could find the address and the unit on the property.
- Location of the unit on the property, if there are multiple installations.
- For eg, one unit could be nominated “west” and the other as “east”, or other descriptions can be used such as “Main house” and “Granny Flat”.
- Supply a site map, and mark the location of the units on the map. Visit - sample site map.
- Include the following information on the map, where possible:
- Agent’s accreditation code
- Street number
- Street name
- Street type
- Town /suburb
- State
- Postcode
- First name
- Surname
- Special address
- Documentation required by the local jurisdiction to certify that the installation complies with safety and technical standards, such as (but not limited to):
- Certificate of Compliance
- Installation Report
- Electrician’s Licence
- Documentation required by the local jurisdiction to certify approvals have been met for:
- Siting of the unit
- Attachment of unit to building/structure (if attached)
- Grid connection of the system (if grid connected)
- Documentation required to support the householder or agent’s statement of out-of-pocket expenses relating to installation of the SGU. This may include, but is not limited to:
- Invoices
- Contracts
- Receipts
- Rebate forms
- Goods received listing
- Brand, model and serial number/s of panels – take photos if possible
- Brand, model and serial number/s of inverter – take photos if possible
- Site audit declaration to prevent issues arising from duplication of serial numbers in the REC Registry.
