How to register as an Agent

This document is for individuals or businesses who wish to register as an Agent with the Clean Energy Regulator.  Registering as an Agent will permit you to:

  • legally be able to have small-scale technology certificates (STCs) assigned to you from an owner of a system so that you can create them on their behalf;
  • create STCs in the REC Registry for multiple solar water heater, heat pump and small-scale solar panel, wind and hydro installations; and
  • sell bulk STCs to buyers such as liable entities or other Agents through the STC market or the STC Clearing House.

Registration is performed through the REC Registry Account Wizard. Access to the STC Clearing House can be added at the same time, even if you’re not yet ready to sell STCs.

What do I need in order to register?

Process for new users

Use this process if you have never registered in the REC Registry for any reason. 

Note:

  • All agents must complete Proof of Identity (POI) verification. 
  • Agents can choose to gain access to the STC Clearing House when completing the Account Wizard, or else choose to have the Clearing House access added afterwards.
  1. Go to the Registration Wizard and click “Start the REC Registry Account Wizard”.
  2. Complete the information required to register as an Agent and, if required, to request STC Clearing House access to be added to your registration.
  3. Complete the Proof of Identity (POI) verification.
  4. Register in the REC Registry at the end of the process.
  5. Wait for POI verification to be completed and STC Clearing House access to be added (if requested) to your REC Registry account.
    • This may take four to six weeks. 
    • All prospective agents will receive a telephone call from the Clean Energy Regulator when this process is completed.
  6. You will receive an email notifying you that your application to become a Registered Person has been approved.
  7. Log into the REC Registry with the new username and temporary password.
  8. Change your password and provide a secret question and answer for password recovery.  Your “Account Summary” screen will display.
  9. There will be an outstanding fee item for your Agent registration under “Fees and Invoices”.  It needs to be paid before you can create STCs.
  10. Select  "My Fees and Invoices" --> “View my outstanding fee items”.
  11. Select the fee item with your Agent registration in it.
  12. Click the checkbox next to the Agent registration fee and select “Create Invoice”.
  13. Go into “My Fees and Invoices” and select “View my outstanding invoices”.
  14. Click on the invoice with your Agent registration.  The invoice will display.
  15. Pay the invoice online using “My Fees and Invoices” --> “Pay invoice by credit card”, or by direct deposit to the account outlined on the invoice.
  16. You can now start creating and registering STCs for sale and transfer.

Process for existing REC Registry users

Use this process if you have already registered in the REC Registry for any reason.

  1. Go to "Upgrade your REC Registry account".
  2. Select either “Upgrade to access the Clearing House” or “Upgrade to become a Registered Agent” and click on the "Start" button.
  3. Complete the forms on the screen.
  4. Wait for POI verification to be completed and the correct permissions to be added to your REC Registry account.
  5. You will receive an email with your registration number.  You will use this number when creating STCs or LGCs in the REC Registry.
  6. Log into the REC Registry with your usual username and temporary password.
  7. If you have upgraded to a Registered Agent, there will be an outstanding fee item for your Agent registration under “Fees and Invoices”.  It needs to be paid before you can create STCs.
  8. Select  "My fees and invoices" -->“View my outstanding fee items”.
  9. Select the fee item with your Agent registration.
  10. Click the checkbox next to the Agent registration fee and select “Create Invoice”.
  11. Go into “My fees and invoices” and select “View my outstanding invoices”.
  12. Click on the invoice with your Agent registration.  The invoice will display.
  13. Pay the invoice online using “My fees and invoices” --> “Pay invoice by credit card”, or by direct deposit to the account outlined on the invoice.
  14. You can now start creating and registering STCs for sale and transfer.
